Description

This is a small boutique Public Affairs firm specializing in URA and State compliant Right-of-Way Acquisition, Relocation and Community Outreach. We have offices in Southern California, Texas and Nevada.

We currently have a Senior Right of Way Cost Estimator position open in its Southern California office. We are looking for a self-starter, independent thinker to take charge. This person should have a combination of; real estate, housing, transportation, land use, planning and entitlement experience and be technology savvy. Experience in performing ROW impact studies, relocation planning and implementation for business and some residential and acquisition negotiations, title, preparing and presenting offers and Project Management experience is a plus.

The ideal candidate will have solid experience with large relocation assistance projects, training and directing agents, and managing complicated residential and commercial projects under the Uniform Relocation Act and state relocation regulations.

 Essential Responsibilities

  • Right of Way Analyst must complete analytical research and due diligent review of various right-of-way easements, leases, ownerships, maps and provisions in support if all regions of operation.
  • Tracking of infrastructure development within the region and estimate market behavior
  • Conduct inspection of properties and surrounding areas for survey reports
  • Precise identification and performance of curative research and resolution of deficiencies in company land rights pertaining to right-of-way easements, licenses, permits, mapping, pipeline maps for visual identification for internal use by land and legal departments.
  • Analyze the current acquisition process and point out the areas with scope of improvements
  • Assist Sr. ROW Analyst in abstracting property title ownership via online and/or through courthouse records.
  • Process of surface leases and right-of-way rental obligations, including preparation of assignment/sale documents and land/right-of-way exhibits for the sale and/or divestiture of assets.
  • Be proficient with distribution system and computer systems such as Microsoft Word, Excel including MicroStation.
  • Be able to comprehend, analyze, understand, edit and create DGN, DWG, KMZ and GIS Files.
  • Expertise in data collection and evaluation techniques, tools related to real estate investments.
  • Be familiar with Google Earth.
  • Have exceptional Analytical, interpretation and evaluation skills.
  • Through knowledge in fields of statistics, market research, estimation and forecasting methods
  • Ensure successful coordination between activities of the organization, investors, clients, real estate broker and property developers.

 Skills and Knowledge

  • Requires strong MS Word, Excel, SharePoint and Outlook abilities.
  • Good working knowledge of the relocation and tenant acquisition programs under the Uniform Relocation Act and State Relocation Regulations
  • Fluent in Spanish is a plus (verbal and written, but verbal only is okay)

Requirements

Experience and Education

  • Bachelor’s Degree in business, or urban planning preferred
  • R/W-RAC or R/W-URAC certification preferred
  • Demonstrated professional relocation and right-of-way experience required
  • Demonstrated experience with public agencies including housing authorities
  • Experience working on Federally funded projects
